If My Laptop Is in Sleep Mode Is It Still Using Electricity?

Although sleep mode does decrease energy used it does not decrease it to zero for most pieces of technology. To decrease energy usage you should turn the device fully off or use a power strip that can be turned off when devices are not in use or charging.
